Due to the lagging development of the "three basics" (including mechanical basic components, basic manufacturing processes, and basic materials industry) industry, China's high-end equipment manufacturing enterprises have to import related supporting components from abroad at high prices, resulting in a significant increase in high-end equipment manufacturing costs, compressing the profit space of related enterprises, and seriously restricting the development of China's high-end equipment manufacturing industry. As a result, the Ministry of Industry and Information Technology has recently officially released the "Twelfth Five Year Plan" for the development of mechanical basic components, basic manufacturing processes, and basic materials industries, which points out that "the current situation of China's" three basic "industries seriously lagging behind the main engine and being solidified in the low-end of the industrial chain should be reversed as soon as possible, and it is urgent to improve the overall level and international competitiveness of the" three basic "industries.".

The "Twelfth Five Year Plan" for the development of mechanical basic components, basic manufacturing processes, and basic materials industries clearly identifies high-speed, precision, heavy-duty bearings and other mechanical basic components with strong driving force and significant radiation effects as key industries for the "Twelfth Five Year Plan". The main focus is on improving performance, reliability, and lifespan, striving to achieve or approach international advanced levels. The Plan also points out that with policy support, the sales revenue of the bearing industry will reach 222 billion yuan by 2015, and the average annual growth rate of the industry will be between 12% and 15%. Among them, the growth rate of high-end bearings such as high-speed, precision, and heavy-duty bearings will be faster.

Bearings are important and critical basic components in the equipment manufacturing industry, directly determining the performance, quality, and reliability of major equipment and host products. They are known as the "heart" components of equipment manufacturing. After years of development, China's bearing industry has formed a considerable scale, with a national output value of approximately 130 billion yuan in 2010, ranking third in the world. Although the development scale of China's bearing industry is already very large, the vast majority is concentrated in the low-end, and there is still a considerable gap between China and developed countries in the high-end bearing manufacturing field.

Based on the fact that China's high-end bearings are lagging behind, the "Plan" clearly states that the guiding role of industrial policies will be fully utilized, the industry entry threshold will be raised, and low-level redundant construction will be curbed; Provide financial and tax support policies for the "three basic" industries, including the bearing industry, and implement tax exemption policies for the import of key components and raw materials; Research and formulate policies to encourage users to adopt new products and processes based on the "three basics". With the increase of policy support, it is believed that China's bearing industry will usher in a spring of development and will accelerate the localization process of high-end bearings, providing a solid foundation for the complete localization of major equipment manufacturing in China.
